Quirinal novel

Appointment after January 3rd

By

The term of office of the President of the Republic Mattarella will expire on February 3. In the early days of 2022, the Speaker of the House will convene the Parliament to elect the successor. From De Nicola to Napolitano, Acrimònia traces the profile of the men who have held the highest office in the Republic: by taking off his jacket.

Whoever enters the Pope leaves a cardinal, this is a maxim that applies both to the Conclave and to the election of the President of the Republic. It is history that teaches it.

Almost all the Presidents of the Republic who have succeeded one another from 1946 to today have entered the popular memory for anecdotes or gestures that have little to do with politics. Starting with Enrico De Nicola, elected by the Constituent Assembly, because of monarchical sympathies, he represented a sign of pacification. While his successor, the governor of the Bank of Italy Luigi Einaudi, was the first to be elected by Parliament, according to constitutional dictates. An Austro-Hungarian economist, he made ethics his figure.

Who do you think you are” was the unfortunate joke that cost the closure of “Un, due e tre”, a Rai program, conducted by the legendary couple Tognazzi, Vianello who in a sketch mimicked the President Giovanni Gronchi who fell from a chair at a gala dinner. His memory is associated with the “Gronchi rosa”, a stamp immediately withdrawn because it was flawed, therefore rare and of great value.

On Antonio Segni there remains the shadow of complicity over an alleged coup d'état. He was succeeded, after an untimely death, by the socialist Giuseppe Saragat, famous for having restored the cellars of the Quirinale, filling them with the finest French wines.

When it is said that envy is the worst of all sins. Giovanni Leone, a prominent jurist and meek man, married to Donna Vittoria, a lady of elegant beauty, suffered in a grueling manner. Elected on the 23rd ballot, a record, he was accused of any wrongdoing by the “L’Espresso” group and in particular by the journalist Camilla Cederna, later convicted of defamation by the Court. The exhausted President resigned in the aftermath of the Moro tragedy and never received a formal apology.

For the right-thinking it was time to moralize and on the 16th ballot the votes converged on Sandro Pertini, a historical partisan who loved art. His wife, Carla Voltolina, never lived at the Quirinale, remaining in the apartment in the Trevi Fountain. He was the President who appointed the first woman as a Senator for life, Camilla Ravera.

He inaugurated the TV of pain, attending live the tragedy of little Alfredino, in that of Vermicino. He exulted at the limits of institutional etiquette for the victory of the Azzurri in Iberian land, in 1982, bringing them back to their homeland on the presidential Jet, between a trump and a tresette.

He was a failure Minister of the Interior, at the time of the Moro case, a mediocre Prime Minister, lasted as long as a cat on the ring road but was appointed President of the Republic at the first vote, Francesco Cossiga known asIl Picconatore”. As a chemical cycle, he was suffering from sudden mood swings, delighting in bludgeoning this or that politician on duty. He resigned, almost at the end of his mandate, not to end up under impeachment.

Comrade Scalfaro”. Ultra conservative and practicing Catholic, Oscar Luigi Scalfaro became the idol of the Left by acting as an "umbrella" at the Clean Hands Pool at the time of Tangentopoli and for his personal idiosyncrasy towards Silvio Berlusconi.

Carlo Azeglio Ciampi took his merits as Governor of the Bank of Italy, as Minister of the Treasury and as Prime Minister. As President of the Republic he leaves the memory, inexplicable, of why his friend Elio Toaff did not become a Senator for life, since the days of Livorno, at the end of his mandate as Chief Rabbi of Rome. Thanks to his wife Franca, the contours of the “deficient TV” were outlined and the unfortunate Giorgio Panariello paid the price.

King George”. The most “political” President together with Scalfaro, Giorgio Napolitano inaugurated his election under the banner “No more deaths at work”. Since then, May 15, 2006, there has been an impressive escalation of deaths, all the way to this year's record. More than a referee, he was the interpreter of one of the most difficult seasons in Italian politics, between the two economic crises of 2002 and 2008.

Wanting to outline an “ideal right” with which to dialogue, Mario Monti invented a politician by appointing him Senator for life. Behind the skit of the boxes, already prepared by his head of the press office Pasquale Cascella to go and be the mayor of Barletta, he was able to wait for the whole group to "go to Canossa" to ask him to stay. He accepted by slapping the whole political class in the speech for his second inauguration.

While the re-election of the President of the Republic is not clearly prohibited in the Constitution, Napolitano's was an exception out of moral suasion and Sergio Mattarella, as a fine jurist, has repeatedly declared that he does not want to confirm the rule. Finding himself in a political situation even more difficult than that of his predecessor, President Mattarella has never lost sight of the constitutional dictates and for this reason he is appreciated by all and by both sides, hopefully in his reconfirmation.

By calling Mario Draghi to preside over a government of national unity, he did not repeat Napolitano's mistake with Monti, in transforming him from a technician into a politician. It is reasonable to think that, in his heart, the President cannot wait to go on vacation.

Appointment after January 3rd, 2022, at the official end of the presidential term, when the “President's Risko” will begin.
